Project overview
The IFS Green Budget is a comprehensive and independent assessment of the state of the public finances, the key economic questions facing the government, and various policy options in the run up to the Chancellor’s Budget. It is currently produced in association with Citi and with funding from the Nuffield Foundation.
The purpose of the Green Budget is twofold: to improve the quality of policymaking in the Budget and beyond; and to improve the quality of debate prior to each year’s Budget through the provision of high-quality analysis. COVID-19 has laid bare societal problems, and a theme over the 2022-25 period will be addressing these issues while meeting wider policy objectives.
Each year, the Green Budget sets out the broad context in terms of UK and international economic performance and public finances, and also focuses in particular detail on selected policy areas, which change from year to year. Some of the areas that are likely to be covered are:
- Ways to improve our tax system and, if deemed necessary, deliver increased revenue.
- Pressures on the NHS and social care, and what they might require in terms of additional funding.
- Working age benefit reform and the long-run structure and level of support the benefit system should provide.
- The social and policy implications of the transition to Net Zero carbon, and how to mitigate the impact on people who might fail to benefit from these policies.
All written outputs will be publicly available on the IFS website, alongside the documents from previous years. In person and online launch events will be held in London and Scotland. Podcasts, videos, and other digital content will also be shared by the IFS.
