14-19 Partnerships : Towards strongly collaborative local learning systems

The Nuffield Review of 14-19 Education and Training in England and Wales, has published the second of the series of Issues Papers. The paper 14-19 Partnerships finds current policy encourages both competition and collaboration. As a result 14-19 partnerships are fragile and issues of equity and efficiency arise. The report finds a need for more active encouragement of strongly collaborative learning systems and that recognition should be given that institutional collaboration helps rather than hinders learners' prospects.
