"Changed Voting Changed Politics: Lessons of Britain's Experience of PR since 1997", found that voters in London, Scotland, Wales and Northern Ireland are as likely to use proportional representation systems in elections as first-past-the-post.This report by the Independent Commission on Proportional Represention was funded by the Foundatiion and Joseph Rowntree Charitable Trust. The findings will inform the debate on changing the voting system for the House of Commons. 6642
